Foreword by Sue Hunter

I am pleased to introduce our third Annual Impact Report for Transformation Partners in Health and Care (TPHC).
This has been a year of real uncertainty for the NHS. The 10-Year Health Plan, published in summer 2025, set a clear direction through its three shifts: from sickness to prevention, analogue to digital, and acute to community. But it arrived alongside some of the most difficult financial conditions the system has faced. Integrated care boards were asked to cut running costs by around half, providers continued to manage significant deficits, and the abolition of NHS England added further structural change for our clients to absorb, often while delivering the transformation the plan demands.
For a consultancy hosted within the NHS, this was not an abstract backdrop. It shaped every conversation we had with clients about where to focus limited resources. What this report shows is that our teams did not just weather that uncertainty; they delivered measurable impact through it: from releasing 21 whole-time equivalents of capacity through automation, to opening equitable access to weight management medication for patients priced out of treatment, to helping establish a mental health urgent care centre now cited nationally as a model for crisis care.
That impact is possible because of what an internal NHS consultancy is. As one of the first of its kind, we understand NHS finance, governance, and operational pressure from the inside, because we work within them too. Our consultants hold NHS values; striving to deliver productivity and efficiencies, and the knowledge we build is kept in the system rather than sold back to it. But what brings clients back is delivery: work they can rely on, quality they can trust, and a team that anticipates problems rather than waiting to be asked.
My thanks go to our Consulting, Digital Productivity, and Partnerships teams. The work in these pages is theirs. If you are facing your own version of these challenges, we would welcome the chance to work alongside you.
